China aims at fostering equal, win-win and concrete blue partnerships. It has forged marine cooperation ties with over 90 countries and international organizations. Under this umbrella, more than 40 joint marine research centers and laboratories have been established. The Thematic Forum on Maritime Cooperation of the Belt and Road Forum for International Cooperation was convened in 2023. By initiating multiple marine cooperation funds, China supports the delivery of cooperation projects on marine scientific research, ecological conservation, disaster prevention and reduction as well as capacity building.

As a steadfast member of the Global South, China is committed to extending the benefits of marine scientific knowledge to other developing countries. It has launched the Marine Scholarship of China Program and organized training courses on marine science, technology and management. Tens of thousands of professionals from more than 50 developing countries have benefited from these initiatives and further contributed to the better understanding, conservation and sustainable use of marine resources in their home countries.
