The 2026 International Conference on BBNJ: Science and Governance will take place in Xiamen on Nov 5, bringing together scientists, policymakers, and representatives from the ocean sector to examine how science and technology can support sustainable ocean governance.
The BBNJ Agreement — formally the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction — is a significant ocean-related international treaty under the framework of the United Nations. It was adopted on June 19, 2023, and entered into force on Jan 17, 2026.
The meeting comes as governments and researchers seek ways to turn global consensus into collective action and to ensure that scientific advances can effectively contribute to the protection of oceans. The deep sea, a shared space for all humanity, remains one of the least understood and most vulnerable parts of the ocean.
Tang Dongmei, deputy director of the China Deep Ocean Affairs Administration, said China will continue to advance deep-sea research and strengthen cooperation with other countries, research institutions, and international organizations. China will also promote knowledge sharing and talent development and work to better connect scientific discoveries and technological innovations with practical needs, she said.
Under the theme "Science and Governance", the conference will explore how international consensus can be translated into coordinated action to protect the ocean.
