On March 25, 2026, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi delivered remarks to the Third Session of the Preparatory Commission for the Entry into Force of the BBNJ Agreement and the Convening of the first meeting of the Conference of the Parties to the Agreement via video link.
Wang Yi stated that the adoption and entry into force of the BBNJ Agreement marks a victory of multilateralism and an important milestone in global marine governance. Its full and effective implementation is of vital importance matters to the well-being of all humanity. China is a steadfast supporter, defender and builder of the United Nations. In this fluid and turbulent world, China remains firm in upholding the central role of the U.N. and a strong pillar in defending multilateralism.
Wang Yi noted that China has a long and rich marine civilization. More than 600 years ago, Zheng He, the Chinese navigator, led seven voyages to the Western Seas, using the ocean as a bridge to build friendly ties with countries along the route. Today, China is committed to advancing a modernization characterized by harmony between humanity and nature, attaching equal importance to marine conservation and sustainable utilization of the oceans, and working to build a community of all life on Earth. China has is both willing and able to make new contributions to global marine governance. China’s bid to host the Secretariat of the Agreement in Xiamen reflects the sense of responsibility of a major developing country. China stands ready to work with all parties to promote the full and effective implementation of the Agreement and jointly build a more just and equitable global marine governance.
